Iran is a signatory to the 1951/1967 convention (http://www.unhcr.org/protect/PROTECTION/3b73b0d63.pdf) Saudi arabia (along with most gulf states) is not. As a result they are not included in UNHCR statistics. edit: Weird. The comements above seem different from what i remember.
