I recently left a company where the CTO was exactly this kind of personality. He's actually an awful programmer but he complains so much about other people's code that management sees him as the authoritative figure. Despite his behavior directly causing a high turnover rate for engineering, the founders have still kept him around because they're brainwashed into his elitist point of view.
