Banks certainly issue credit cards to non-PR foreigners. I got one as a student. My initial limit was very low, though (100,000yen~=1000usd then). I know people who got refused cards by multiple banks before succeeding. But it's not nearly as hard as getting a home loan, which usually does require PR. |
