From the HN guidelines (http://ycombinator.com/newsguidelines.html): "Please don't submit comments complaining that a submission is inappropriate for the site." - If you think the submission is inappropriate, flag it, otherwise just let the community decide whether it's worth upvoting or not.
This is the second or third article that has been posted as a webdeveloperjuice story and they have all been small, unoriginal summaries of some other article with a small link to the real article at the bottom.
I can't imagine someone actually feels this is HN worthy so I am an inkling that the submitter might have a vested interest in the website itself.
When complaining about the quality of a submission and pointing out that far better example exist on the same subject, you can avoid (or at least reduce the instances of) downvotes and counter complains by citing some of the better examples you are talking about.
