They’re not: no ban is described. There is only a civil penalty with legal and financial ramifications.
However, a judge may impose “injuctive relief” as described in section 1.4.3, which leads to one set of possible ‘ban’ outcomes. This recently happened with Texas and Verisign; one assumes Verisign will be just as spineless re: Minnesota, and so the same opportunity for an “ban”, so to speak, exists here. This of course remains bound by the federal laws noted in the final section, re: ISPs and UGC; in such cases, I hope that Minnesota judges would only issue and attempt to enforce an injection if a covered hosting provider refuses to perform their moderation and takedown duties.
