According to one guy on YouTube. And that's not how the US nuclear system works. You don't "use the codes". You give an order; the "codes" authenticate that the order came from the President.

A general would have no need of that. He's right there in the room.

If a general rejected an order from the President to use nuclear weapons, that would be extremely newsworthy. And unfortunately there's no way he'd confirm or deny that. But this sounds like a garbled story at best.
