Any chemical reaction happens with a success rate that is not 100% guaranteed based on lower level quantum phenomena and higher level atomic interactions. It seems the author doesn’t take first principles into consideration.
The author seems to confuse the existence of probability with those that use probability in an unsound manner.

If the universe is non-deterministic? Probability exists.
