Cutting to the chase: a USA bitcoin reserve would transfer large quantities of borrowed USA taxpayer funds to current crypto owners. A number of things could go wrong for the taxpayer, and it's hard to see what could go wrong for current bitcoin owners. It's hard to see what could go right for the USA taxpayer, and very easy to see what goes right for USA's adversaries, all the criminal enterprises that rely on it, and other unwanted actors.
