I don't know what the author think "100% dependent", but Scaleway (aka online.net) served me well.

They have pretty much everything i need from AWS. The only problem I have is: their employee cant speak English.

Hi - I know about Scaleway, it is <0.1% of the size of AWS, and it is very French as you noted. Still they are doing good work.

maybe that's a recent changes, but those companies he listed have exactly that
