The article seems to tip toe around the answer. It sounded like the old fashion way of making money to me - Insider info. Mostly with connections to sovereign wealth and currencies. In some cases taking money from the sovereign and 'giving advise' about how they might effect the value of their currencies. Then placing their bets. Supposedly legal.
