This is the whole section 7 of the manpages of some unspecified systemd/linux distro. Not to be confused with the kernels man-pages project[1].

In the README found in the root of the repo you posted a link to, you'll find the domain man7-dot-org mentioned as the site run by Michael Kerrisk who has been running it for years.
