This is a spoof, but I think a real system would offer an immense value, as long as its use is limited to outbreaks.
Is it too big-brother-ish?
If done right, it serves the interests of society (early detection of pandemic hotspots, for example).

But we know that governments all over the world are going to misuse that, so it's unlikely to happen. Unless it's already being done in secret.
