A reduction to 20mph and only a 40% increase in cyclists? How many drivers are negatively affected by the changes?

The reduction in speed limit is just anti-cars. Segregated cycle lanes are the way to go for cycling.

Both motorists and cyclists benefit from cycle lanes... but it's also a huge job to bring them to the road network.
