Personal CO2 emissions tracking is a red herring devised by the fossil fuel industry to distract from the powerlessness of individuals.
The solution to a problem of the commons is to address it through the commons - limiting (and perhaps auctioning) of emissions rights. But the amount of emissions must be eventually capped to reach any scenario other than RCP8.5, which we are still on [1].
Prices must internalize the true cost of emissions, for meaningful progress. This way, individuals will automatically account for their personal emissions through proportionally-rewarded cost optimization.
The minimum amount to tax would be until the global food supply is no longer in peril.
