Seems like Elon's tweet is just referring to individual accounts, rather than those from businesses and government organisations:

Esther Crawford, who seems to be heading lots of the new changes said "There are no sacred cows in product at Twitter anymore. Elon is willing to try lots of things -- many will fail, some will succeed. The goal is to find the right mix of successful changes to ensure the long-term health and growth of the business."

It was rumored that all product changes are going through Musk, does this mean he changed his mind or was this one that slipped through his decision making somehow. Anyone have any insight into the kind of feedback that would have left to them determining that the official label was a failure?

So the only remaining "verification" is "we can verify this user spent $8"?
This is literally what it means. It's like the PRO badge on Github. You are paying for Twitter but you do not have to be a real person or who you claim you are.
