I find the tipping practice unpleasant from both the customer and the worker's perspective.
Of course it's nice to receive more money, but it's better if it's part of the salary. And as a customer, I'd rather pay a 5% higher price for food and drinks than be pressured into tipping the same amount.
I'm not sure if this can be fixed from the bottom up, however. Maybe some anti-tipping laws are needed.
Yes, illegal or discouraged in some other way (taxed more heavily, for example), whatever works best. As the article points out, you can also push towards this by mandating higher minimum wages for people in this industry (currently they're very low), but I'm not convinced that's good enough.
