I wouldn't say so. For App Clips to be a Mini App system, they need to be fully featured applications, replacing the majority of App Store products. Also, Apple's ecosystem still has a high bar for creating an app, and making an App Clip is no less complicated. But Apple has an edge in having a lot of potential opportunities.

But now, App Clips feel like the now-dead 3D Touch. It is cool to have, but none of the apps on the market use it properly.
