Some of these services simply take advantage of new customer promos and handle the account generation on there end. I don’t think there has to be any financial fraud involved, simply taking advantage of a loophole at scale.

I have no sympathy for food delivery companies getting defrauded when they are themselves often committing fraud by expecting customers to pay for wrong/damaged/missing orders.
