OP raises a legitimate point, what is understood about 'free speech' differs according to different cultures and jurisdictions. Almost all societies have prescriptions on what can be said, whether that prescription is legally or socially enforced.

'Free speech' is really a fiction (like 'free markets') sold to the people as a universal value free from caveat and condition, ironically an early form of disinformation.

That said, there is no reason to think that Musk's ambitions are as immodest than to produce a universal standard that works equally well in all circumstances. He's probably just going implement a more formal policy on who gets suspended
