Looks like it's marketing material for a "development agency", so probably a few non-technical salesmen and managers that act as a middleman between the client and a bodyshop.

PM managing devs is a red flag.

Ahh, yes, what in the world would we do with the barely technical product manager filled with delusions of grandeur trying to re-invent the wheel and "revolutionize" the UX with every release.

I'm not sure I agree with this assumption.

It’s worth remembering that almost none of the world’s most used apps/websites had a team like this when they were created.

to create an "app", you literally just need a developer
