HEVC is a patent licensing mess and, therefore, so too is BPG.
You're much better off using the AVC, VP9, or AV1 video formats or the WebP (https://developers.google.com/speed/webp), APNG (https://en.wikipedia.org/wiki/APNG), AVIF (https://aomediacodec.github.io/av1-avif/), or JPEG XL (https://jpeg.org/jpegxl/) image formats.
Using HEVC or properly configured settings for H264 would be smaller.
